The dead-zone atlas: where New Jersey’s scooter-legal network breaks

Under New Jersey’s low-speed rules, the roads a 50cc scooter may legally use do not form one connected network. In this census snapshot they split into 13,381 disconnected legal networks. The largest carries ≈3.65M people across 136 municipalities; everyone else is on an island. This page opens with a statewide scootability map — every municipality scored by how much of its own surroundings a scooter can legally reach — then ranks the short illegal gaps — the critical junctions — whose legalization would reconnect the most people per illegal mile.

“Critical” is a network measurement about legality and topology. It is not a safety rating, a construction proposal, or a claim that anyone should ride these roads.

How scootable is each town?

Stand at the center of any town and drop 12 evenly spaced points on a ring 2, 5 and 10 miles out. At each point, ask one question: can a low-speed scooter legally get there from the center? Scootability is the share of those points it can reach — pure legality and topology. Population plays no part, so a quiet rural town with connected legal roads can outscore a dense city. The Network-reach tab keeps the earlier population view: how many people share the legal network reachable from each town.

It’s a deliberately coarse survey — 12 bearings × 3 radii = 36 samples per town — and “circuity” measures route directness only (how far the legal route wanders versus the straight line), never road quality or safety.

When the census met the official records

The first run of this census surfaced ten junctions, and that ranking immediately did its real job: it told us exactly which 9 unconfirmed speed records were worth checking against NJDOT’s own books. 7 of the 9 turned out to be data errors — the official speed diagrams show those roads posted at 35 mph or below, which makes them legal for a low-speed scooter, not gaps at all. Correcting the records collapsed the count of separate legal networks from 13,396 to 13,381 and grew the main network from ≈2.58M to ≈3.65M assigned people — ≈1.07M people who were only ever disconnected on paper. The confirmed-speed share of the ranked junctions’ mileage rose from 4.6% to 82.7%.

That is the method working as intended: the census doesn’t just rank gaps, it points speed-confirmation effort at the places where an error matters most. Two of the checked junctions stay honestly unresolved. Merritt Street in Jersey City is NOT POSTED per NJDOT’s own straight-line diagram — there is no official speed on record, so it remains pending speed confirmation. Bridge Street in Trenton has no official posted-speed record covering the candidate block at all — the state’s diagram starts east of it and the city’s speed-zone schedule doesn’t list it — so it also stays visibly pending rather than being presented as a confirmed fact.

Flood the network: how far one origin actually reaches

The census above counts strictly legal networks: one illegal edge anywhere breaks the connection. The app’s own range-flood model answers a more practical question — starting at one point with a 200-mile budget and the app’s default 0.1-mile connector-hop setting, which admits only short posted-road hops, how much of the legal network can a ride actually reach? Two measurements, both honest: the census measures where an unbroken legal path exists; the flood measures where the app’s range model will actually take you, short admitted hops included.

The pair is the punchline. From the geometric center of New Jersey, a 200-mile budget reaches 526 people 16.0 miles of legal road, 0.05% of the state's legal mileage, 1 municipality. The same budget from Newark — the best case this snapshot found — reaches 4,054,798 people across 157 municipalities and 30.6% of legal road miles. Where you start decides almost everything.

One wrinkle is direction. The strict census connects networks in either direction, but a real ride follows one-way streets — so the flood from Newark misses Little Ferry Borough (10,987 people) and Moonachie Borough (3,133 people), even though both of those places can reach Newark the other way — 19.2 miles from Little Ferry, 19.8 miles from Moonachie by the same model. A network can be connected on paper and one-way in practice.

Case study: the Princeton corridor, where checking changed nothing

The confirmation story above is about errors dissolving: checked against the official records, most suspect gaps turned out to be legal roads. This corridor is the mirror image. 6 separate legal islands — ≈188K people between Princeton and the main network — and every eligible gap among them, and from them to the main network, has confirmed posted speed. The census’s data errors dissolved on checking; the Princeton corridor survived checking.

South Brunswick and Montgomery have no eligible gap at all — no run of illegal road two miles or shorter connects them to any neighbor or to the main network. The other islands are held apart by the 6 roads above, every one genuinely posted at 40–50 mph per the official records. There is no data fix here: the only thing that would reconnect this corridor is a change in what these roads are posted at — a policy question, and this census only measures legality and topology, so it ends at naming the roads.

The connector slider, measured. The app’s range model has a slider (0.11.0 mi, default 0.1 mi) for how long a posted-road hop it may admit. Measured against that model at each setting: Penn Lyle Road (crosses at ≥ 0.1 mi hops), North Main Street (crosses at ≥ 0.3 mi hops), Grovers Mill Road (crosses at ≥ 0.4 mi hops) and Cranbury Road (crosses at ≥ 0.1 mi hops) can be crossed, because the two legal networks touch those roads close together — while Union Valley-Half Acre Road and Plainsboro Road cannot be crossed at any setting.

Honesty cuts both ways, so the two measurements disagree here and the disagreement is worth stating plainly: because the range model admits short posted-road hops, a flood from Princeton at the default 0.1-mile setting already threads through sliver crossings to reach ≈3.87M people across 174 municipalities. The census still counts six islands because it refuses every illegal stretch, however short — there is no fully legal path out of any of them. The flood measures what the app’s model will route; the census measures what the law connects. Both are true at once, and neither says anything about whether any road is safe to ride.

How the ranking works

The census runs on the same committed road graph the live Scootable map uses (graph build 1966722701ad721f), not a hand-drawn copy:

  1. Keep only legal edges. Every road edge is tested with the app’s NJ low-speed legality rule. Each disconnected group of legal edges becomes one legal network, connected in either direction for this census.
  2. Attach population. Each of the 563 NJGIN municipalities is assigned — whole, never split — to the network nearest its centroid, carrying its 2020 Census population.
  3. Find short illegal runs. Touching illegal edges group into one road run by exact name (or exact route ref when unnamed). A run qualifies as a gap when it spans two different networks and is between 0.05 and 2 miles long; anything shorter is treated as a likely graph artifact and set aside for review instead of ranked.
  4. Score and choose greedily. A gap’s leverage is the smaller side’s population divided by its illegal miles (floored at 0.1 mi so near-zero lengths can’t explode the score). The best gap is rank 1; its two networks merge; every remaining gap is re-scored against the merged map before rank 2 is chosen — so parallel gaps never double-count the same people.
  5. Badge the evidence. A junction is confirmed only when its entire illegal run has confirmed speed evidence; anything inferred or mixed is labelled pending speed confirmation, on the map and in the data.

The region-connector view asks the same question with one added gate: both original networks must hold at least 50,000 assigned people. On this snapshot 24 networks qualify, and only 6 mergeable connectors exist between them — the census publishes what exists rather than padding to ten. For every published junction the census also checks whether a second eligible gap runs between the same pair of networks; where none was detected, the panel says “only detected avenue” explicitly.

This census is a frozen, reproducible snapshot — it does not update in real time, and the live map moves on without it. Every number on this page is generated from the committed census outputs; nothing is typed by hand.

Key parameters, in plain language: gaps must be 0.052 miles of contiguous same-named illegal road (shorter slivers are far more likely to be map-topology defects than missing corridors); the leverage denominator is floored at 0.1 mi; municipalities attach by NJGIN centroid to the nearest legal graph node, so each one counts exactly once; and the ranking re-computes after every accepted merge.

What this page can’t tell you

  • Nothing here is a safety claim. The census measures legality and network topology only — whether a legal path exists, never whether a road is safe, comfortable, or advisable to ride.
  • A centroid is a blunt instrument. Assigning a municipality’s whole population to one point says nothing about where people live inside it or how many would actually ride.
  • The graph and speed records can be wrong. Several ranked junctions remain pending precisely because the official record is silent; a future correction can re-rank the list, as the confirmation story above already proved once.
