Why an e-bike reaches more of New Jersey

A low-speed 50cc scooter is barred from roads posted over 35 mph, and its legal roads split into thousands of disconnected pieces. A pedal-assist e-bike may legally use dedicated bike paths and the faster roads a low-speed scooter can’t, so most of those fragments join up. Running the identical ring survey over each network — stand at a town center, drop 12 evenly spaced points on rings 2, 5 and 10 miles out, and ask which are legally reachable — the median town’s reach rises from 16% on a low-speed scooter to 98% on an e-bike. Of the 563 municipalities surveyed, 557 reach more by e-bike, 3 tie, and only 3 do worse.

It’s a deliberately coarse survey — 12 bearings × 3 radii = 36 samples per town — measuring legal reach and topology only, never whether a road is pleasant to ride.

Quiet-preferring routes

Reaching a place is one question; how the ride gets there is another. For every surveyed point that lands on a road, Scootable routes an e-bike there preferring low-speed roads and paths, then measures the share of that route’s miles that stay on them. Across the 563 towns surveyed, the median quiet-preferring route keeps 60% of its miles on the lowest-speed roads and paths, and in 415 of them the best routes stay majority low-speed.
